Toilet technology has changed considerably over the past few decades. Older toilets manufactured before 1994 can use anywhere from 3.5 to 7 gallons per flush. Federal law capped that at 1.6 gallons per flush starting in 1994 under the Energy Policy Act of 1992, and EPA WaterSense-certified high-efficiency models go further, using 1.28 gallons per flush or less. What Older Pittsburgh Homes Require

Rough-in measurement is the distance from the wall to the center of the drain. The modern standard is 12 inches, but homes built before the mid-1900s sometimes have 10-inch or 14-inch rough-ins, which limits which toilets will fit without modifications. Measuring before you purchase a fixture avoids a costly mismatch.
Wax ring condition is worth checking any time an older toilet is replaced. The wax ring seals the base of the toilet to the drain flange, and a worn seal is one of the most common causes of leaking at the base.
Permit requirements vary by municipality. In Allegheny County, the Health Department’s Plumbing Program administers plumbing permits for residential work, and any plumbing that is installed or altered, including fixture replacements, typically requires a permit or plan approval.
